SAPEC-ECO’s Water Management Program provides end-to-end oversight of potable water, wastewater, and agricultural water systems to support safety, regulatory compliance, and environmental protection. Our team performs comprehensive Water Vulnerability Assessments to identify risks to drinking water sources, distribution systems, and facility infrastructure. We also provide potable water testing for toxic contaminants, Legionella, and other pathogens, evaluate treatment systems to help maintain safe and reliable drinking water, and support the use of reclaimed and recycled water to improve sustainability. For wastewater and agricultural water operations, we assess discharge quality, treatment performance, and nutrient loading, while implementing strategies to remove nitrogen and reduce other contaminants that could impact rivers, streams, and groundwater. This integrated approach helps facilities meet regulatory requirements, protect local ecosystems, and strengthen long-term water stewardship across industrial, municipal, and agricultural settings.
Water Compliance Programs
We manage complex environmental regulations across several key programs:
- Clean Water Act (CWA): The Clean Water Act establishes the federal framework for protecting water quality and regulating pollutant discharges to waters of the United States. SAPEC-ECO helps facilities understand and meet CWA requirements through coordinated compliance planning, permitting support, monitoring, and reporting.
- Oil Pollution Act: The Oil Pollution Act of 1990 (OPA) established the federal framework for oil spill prevention, response planning, and financial accountability — requiring facilities and vessel operators to maintain spill response plans, mandating regional coordination through Area Contingency Plans, and imposing strict liability on responsible parties for cleanup costs and damages.
- Liability: Establishes strict, joint, and several liability for removal costs and certain damages. Removal costs are generally uncapped, while damages are limited to specific categories such as natural resource damages, property damage, loss of subsistence use, and more, per the Bureau of Ocean Energy Management.
- Industrial & Local Pretreatment Standards (40 CFR 403): We support facilities that discharge wastewater to municipal treatment plants by managing wastewater characterization, pretreatment system evaluations, and compliance with federal, state, and local pretreatment requirements, including categorical standards.
- NPDES: We manage National Pollutant Discharge Elimination System (NPDES) permits for point-source discharges, including pipes, ditches, and industrial outfalls.
- Safe Drinking Water Act (SDWA): We support potable water quality compliance through system oversight, water quality monitoring, contaminant testing, and source protection strategies.
- Sewage Sludge / Biosolids (40 CFR 503): We oversee compliance for the use, handling, treatment, land application, and disposal of sewage sludge and biosolids in accordance with federal and state regulations.
- SPCC: We help facilities comply with Spill Prevention, Control, and Countermeasure (SPCC) requirements related to oil storage and spill risk management.
- Stormwater Permitting (Industrial, Construction, MS4): SAPEC-ECO provides stormwater compliance support for industrial facilities, construction sites, and municipal separate storm sewer systems (MS4s).
- Underground Injection Control (UIC): SAPEC-ECO assists with compliance for injection wells and subsurface disposal systems regulated under the Underground Injection Control program.
- USACE Section 404 Dredge & Fill Permits: We provide guidance and permitting support for activities involving dredge or fill material in U.S. waters, wetlands, and other regulated waterways.
- Water Quality Standards & TMDLs: We develop and implement water quality management strategies that align with watershed-based pollutant limits and Total Maximum Daily Load (TMDL) requirements.
